Will the risk register contains details as to who is the owner of the risk ?

Are contracted sellers able to contribute to the risk register? I know each seller has its own unique set of risks but if they identify a potential risk and risk solution we have not considered can we add this to the RR?
|
Whole project team need access Risk Register. PM should always keep his / her ears open about new risks from everyone in the team including stake holders.
